CCP Fozzie is once again tickling the ships stats in a butterfly effect manner. Here is his official dev post on the matter.

[Retribution Point Release] Combat Battlecruisers

It seems wrong for there to be so few stickies in this section.

Hi everyone! Welcome to our first ship balance thread of 2013! Today we’ve got a set of battlecruisers for you, the former Tier 1 and Tier 2 BCs, re-branded Combat Battlecruisers.

As with all the tiericide efforts, we are aiming for these ships to have roughly comparable power levels. To that end most of the former Tier 1 ships are getting slots and most of the former Tier 2 ships are losing slots. We gave them EHP closer to the averages of the old Tier 1s and damage closer to the averages of the old Tier 2s.
These ships are getting less dramatic changes than some of the smaller classes but we still expect the meta to change noticeably.

The biggest changes will be seen by the Prophecy and the Cyclone, which are both getting changed weapon bonuses.
The Proph is becoming an heavy tanking droneboat with the choice of missiles or turrets in the highslots (similar to how we have been using the highs of the smaller Amarr droneboats throughout this balance pass).
The Cyclone is swapping its projectile bonus for a missile RoF bonus, giving it the ability to spew missile of any damage type desired. This should help provide more variety of ships to Minmatar pilots who enjoy Breacher/Talwar/Bellicose gameplay and want to go bigger.

We’re planning to release these ships in an upcoming Retribution point release so that we can keep the balance train rolling steadily. I’m working to figure out the earliest point we can get them on a test server so that I can start getting hands on feedback from you all. As always these stats are subject to change and we welcome all the feedback you can provide.

The first thing I thought after reading this was "i need to try the Ferox". Brutix and Prophecy changes look cool. Rest of the BC's look like they are being nerfed. Cane is going to suck after this. Why in the hell are they killing the cap rate on the Harbi?

IDK – heavy tackle, bait, anti-support… still lots out there for them to do. Too, you can now support 3x damage mods, a DCU II and a utility low for fit mod, nano, OD, etc…. A bit more buffer, a bit of help in the drone bay… not bad.

Of course if you have no skills for HAMs and love the Cyclone this isn't your day.

I too remember in wow when different classes had different roles, then homonginzation came along called balancing. Then anyone could bring any class they wanted to a raid. I think this is what I see here.

CCP =/= Blizzard. Everyone was flying drakes or hurricanes up until now. Today start seeing all the other battlecruisers and even cruisers on the field more often. It's a good day to pvp.

Prophecy just won the mission-runner's heart.
    Harbinger just became unusable.
    The Ferox got love.
The Drake got some hate. It didn't need cap or agility issues… no really…
Brutix might have more use now as a solo PVP / active armor tanker then previous iterations.
Myrm – I am happy to see the drone bandwidth +. The rest = no love.
Cyclone – the cap change is huge, I'm not sure what it's future is without it. Stationary self-repping gun platform I guess.
Hurricane – the thing that always made the cane was it's cap: the ability to keep moving when other ships capped out. That's gone now.

The Cane and Drake changes will not be welcomed with open arms except by those who fear them in blobs… The Drake blob is already done in and the Cane blob will now have to be reformed around a single neut with less cap to back it up…

Time to change up the skill queue.

With BC V, it's about a 10% damage buff when you figure the loss of a turret in. If you don't have BC IV you're not any better off. Yay @ being able to fit either 5 medium ewar and 5 light DPS or vice-versa. No mistake I actually like the Harbinger. I fly armor tank and use it for anti-frig work, which it does surprisingly well when fit flown correctly. Shield tank's fine, too and it's what amarr pilots in the old NC (among other places) did with their harbys so they could play drake-fleet games, too.

It didn't need any nerfs, tho IMO. Additional mass, longer align time and notably a pretty big chunk of it's tank gone is going to be a bit of a pain…

Ive liked most of the "balancing" so far but these changes are garbage and look more like an across the board nerf to battlecruiser hulls. I though you were just looking to change the meta, this is making the most popular hulss effectively worthless while not providing much of any incentive to try any of the others. All the garbage bonuses to reps and resists and kinetic missiles are still here, why?

I start seeing here the problem, when CCP hires players to change the game. They are not able to change the game in the interest of a majority. They change the game, so they like it themselves better and assume/hope other players will like this, too.

wrong! It is just a f* pain in the a* how he changes everything and makes most ships more worthless than before and wait till you feel the skill changes!

Does it bother anyone else that CCP is taking away that which makes the races unique? The cyclone changes, and upcoming changes to the typhoon are great examples. Minmatar ships have always used projectile weapons as their main offensive system. Want drones? Go Gallente. Want Missiles? Train Caldari. Want energy weapons? Go Amarr. CCP is sacrificing those things that make the four races different in the name of ship balancing.

That does kind of bother me. It's getting more towards having every ship being the same, just different appearance and slight stat changes. I get that they're trying to balance things but it feels kinda stupid when ships are getting bonuses for weapons they shouldn't be using.

The drop to two turrets and boost to five launchers on the cyclone just seems like a bad idea, even with the buff now towards missiles.

At least the Ferox might see a little more use with the extra gun turret.

For whatever reason CCP has a fixation on making t least some Minmatar ships missile boats. I sincerely hope we don't see the same 'tiericide' in the battleship class…. frankly the Raven, Pest, Apoc and Mega are OK as they are…..

Every race had at least several ships providing secondary weapon option for each race. Rebalancing Cyclone and Typhoon won't break the character, just add an unbroken line of progression for those who want to use such option.

I wonder if you think that removing connection between attributes and bloodlines was a bad idea as well…

I love all the tears from the people who have a fit that they have stuck with for an eternity and now have to recreate. Get over it, become creative, and refit. Your tears are only because your current fit won't work and that means changing out.

it is not just 1 fitting. It is all fittings, since he wants to redo all ships. But whats the point? He could have just run a randomizer ovr all ship stats and that would have done the same. It is crazy to think, this guy knows, what he is doing over all. he is even so messed up, he writes blogs about BC changes, while we still wait on a date, when CCP releases the changes, he blogged about for t2 BC and all the skill plan changes.

oh and BS and Capitals and t2 Frigs, t2 Cruiser and t2 whatever also needs to redone…. to the blogosphere … wait, what?

btw do not have any dellusion, who will come out on top of this mess. It is guys like me, who can fly anything and buy everything. But guys, who can only fly 1-2 ships properly, they will be fucked.

I think we have a bit of a problem here. Taking a look at the entire rebalancing effort so far, I am seeing some disturbing trends. With the ship prices having mostly doubled in the last year, and the skills required to properly fly the T2 ships, CCP seems to be pushing their philosophy of every one must pvp by drastically lowering the cost of becoming involved in large scale pvp in terms of both isk and skill points.

With the buffs the frigates and cruisers received along with the nerf of the battle cruisers, it seems like a directed move to get people into the smaller (and cheaper) ships. Even the blurring of the lines between the racial differences seems to make it easier for people to fit into fleets without learning a different racial ship. We will know that this is the case for sure when the gallente missile boat comes into existence.

Normally I would say that this will eventually put an end to the ability of high skill point players in advanced ships being able to defeat a larger number of low skill point players in regular ships. However I think we are already there. Yes in balanced engagements and small group encounters, skill and technology will still win out. But the situation in null will only continue to worsen as the blob will roll on with even less effective opposition than before.

The Ferox and Brutix need a larger PG buff if they are to fit their newly recieved gun… 50 PG isn't enough, not even to fit an ELECTRON, which takes about 90 PG with AWU 5

You are not supposed to win against an older player with the same ship class if you have like 10% of his SP…That is possible only if you catch him in a counter ship …let's he is in a interceptor and you in a cruiser/drestroyer/af or some other ship type that he cannot put to use his higher SP.. But you are in no way supposed to be able to kill a sleipnir with a hurricane when the player flying the sleip has 100 mil SP and you have like 15 mil SP…unless he is drunk and high as shite.
That is the way life is, every game is designed to give some advantage to the older&more experienced players…
And yes, you must have some weapon and means of outsmarting others if they have much greater numbers…Be it tracking titans/ tech 2 shiny fitted ships/ faction shiny or tech3 pimped …you have to have rewards older players and content for the new one to aspire to…New players should spen at least 6 months in high sec learning as much aspects of the game as possible before even thinking of moving to low sec or null…This is supposed to be a hard to learn/hard to survive game and through that keeping the gazzilion of idiot cyber-kids linked to WoW/Counterstrike and not subbing to EvE.

But since $>quality even for CCP……nowdays we have Dust514 integration (who the fuck needed that) and ship nerfing or rebalancing..All this started when they pulled out differences betwen races and bloodlines and ancestry at character creation and the 900k SP clone that you used to start with…with skills relavant to your race and direction chosen..Now those are only lines of text with no real influence…other than starting station and system.

NO NO NO NO NO NO NO fuck off CCP, i normally praise CCP for thier work but recently first the cane nerf, now taking away a high slot, just started to fly a myrm, can only have 5 blasters now so even less DPS, plus less PG on nearly every Tier2 which can be hard fit anyway especially the Harby without the need for an Ancil rig. Enough is enough, frigates and smaller ships needed some work. BC and above are absolutely fine, just fuck off, yes im mad bro.

I am stoked how CCP has gotten rid of the 2 non tech 3 exploration/ WH ships. Rupture and Cane both losing a high slot? Thanks

well i have been playing eve for 7 years now.

I love the T2 and T3 are not way OP. I like that newer players can use a cruiser to go to low sec and have fun, and it dos not have to cost them alot of isk.

I love that some 30 – 50 man cruiser gang and nuke a 30 – 40 Tire 3 BC gang. I like that ccp mix it up now and them.
And if you are in low sec or 0,0 and you are to refir some of the ships you use. so what, sent a JF to Jita and pick the shit you need.

I like that i can work on seting up new fits and make the work for small gang stuf, i love small gang stuf. i like the new timers and all the it gave to low sec.

Low sec stil more new stuf. It is time to give some things to eve that is going to make hi sec or 0,0 better.
Some say that cane will now be bad. you can now use it as a heavy bait tanker. and all ways have a cyno on. IT IS HOT DROP A CLOAK!!!!!!!,

So what i'm saying adapt or rage quit. ( Can i have you stuf. )

    i dunno guys.
honestly… i dont give a fuck if people only flew cane or drake. I mean, if u have different ships, some would naturally be better. Variety = differences = some better and some worse. Balance = everything the same.

Part of the pvp fun for me was to get a underrated ship like a ferox, make a great fit, fly well, and win. Now with everything more equal there is less chance to beat the odds.

People keep fucking crying "all u ever see is cane and drakes" well, now ur gonna see all the other bc's COZ THEY ARE ALL THE FUCKING SAME!

You know what i mean? people will always pick the best ship or fit to fly, so in order to force variety…make everything the same!! lol, thats CCP philosophy here. Its a self defeating argument. Force variety by making stuff the same. CCP fuzzy or whatever the fuck his bumfuck name is dosent seem to get this.
