Viper Rum: A Modest Proposal to the Technetium Problem
In a word, alchemy. Right now prices for technetium are sky high and the Mittani seems to be intent on creating a cartel to control just about all of the technetium production so prices could conceivably go even higher. Now, if this situation is viewed by CCP as an imbalance then a very modest proposal that could address the problem would be to introduce a new alchemy reaction, one for platinum technite.
Right now to produce platinum technite you need 100 units of platinum and 100 units of technetium. With alchemy you usually bypass the more expensive input—i.e. technetium. Instead you’d use a Rarity 32 moon mineral like vanadium or chromium. So for example suppose you have the new alchemy platinum technite reaction use 1,000 units of chromium and 100 units of platinum and that this results in 1 unit of unrefined platinum technite that can be refined into 40 units of platinum technite and 80 units of platinum. At current market prices at the end of 30 days (assuming you keep the process running that entire time) you’d make enough platinum technite to sell for around 1.37 billion isk. Back out 370 million for running the tower and you are at around a billion isk a month for minimal work once the set-up is done. This would scale linearly as you add towers.
Run 4 of them and you’ll make 4 billion and fuelling 4 towers and running them isn’t that much harder than 1 if they are all in the same system.
For null sec alliances if they can get a moon with chromium and or platinum they in effect have a technetium moon. For those that don’t, just go buy the materials and react them. The market would of course not stay where it is. People would flood the market with platinum technite and the price would drop…but so would the price of technetium. In theory, the price would drop to the point to where alchemy is just barely profitable; a quick back of the envelope calculation would indicate a price 74,000 isk/unit, or slightly over a 30% drop in prices (assuming the price of inputs do not increase).
This would also likely lead to a drop in the price of technetium as well since the only refine product from technetium is platinum technite. This in turn reduce the incentive to stay in the OTEC for its members, especially the smaller ones and it would increase the desire by members to “chisel” on the production quota agreements (“chisel” means to sell more than your allotted amount since cartels often try to control the price by controlling the quantity on the market).
This is a very simple “fix” to the “problem” of technetium prices. It could be done without any major patching, no new nonsense like mining planet rings or finding technetium is special exploration site asteroids, or making moon materials move around randomly from moon to moon.

Ring mining is not in Inferno – said to be after it some time.
What sometime means to CCP is, they'll do it in the next two years, maybe if they don't change there minds. In the meantime they should just ninja nerf it one downtime by add a handful of techmoons to all the regions outside of of the northwest, they don't need to be in the northwest part of the map to be a conflict drive. Infact we have seen that the tech in the northwest atm isn't a conflict driver atm….. all the tech holders have NIP'd eachother, and a large portion of them are NAP'd with a title of goonpets they wear with pride.
I won't be holding my breath for us to see it even within 2012, but who knows, they my surprise me.
Ya tech in the north isnt much of a conflict driver it only caused warfare over 3 regions and the stompage of two former power alliances. Ask White Noise and Raiden about how sedate their tech holdings have been in the last 4 months.

Tech, was OP from the start. Goons didn't win eve. They backstabbed their friends in NC to control more of the Tech. All they are doing is making it more OP than it already is. The fact its been 2 years and CCP still hasn't fixed tech, is pretty dam bad on CCP's part to leave the game broken for 2 years.

Tech wasn't an issue til they rebalanced those 2 moons(for exactly the same reasons). They just made another problem just as bad when they did that.
They appear to be tackling this imbalance in another way. Planetary rings will mean we will still control all the tech, but you can ninja mine it, or you can come in with small gangs and prevent it from being harvested. This will maintain the competition to control scarce resources, but it will give people a way to reduce the power imbalance it causes.
Plus, I bet CCP sees forcing goons to mine for their iskies as a hilarious troll.
your problem is that you don't understand the concept of a sandbox game. Just because it's a sandbox doesn't mean you let broken concepts stand just for the sake of it. The goons along with people like myself pushed for a titan nerf and got it. Now and rightfully so many people in this game want it so not all tech is controlled in one area of the game especially because of how many things tech builds. Seems similar to the titan nerf so many requested.

and while we're at ait lets make sure that most the oil isnt in the middle east, and all the rich countries share their money with the third world. the fact is that in order to make a game more realistic there should be areas that have unique resources and if anyone wants those resources they either have to trade at the owners prices or take them by force.
All oil isn't in the Middle East. There are plenty of sand and shale oil reserves, so as the price of oil goes up it becomes economically viable to exploit these other reserves. The catch with moon goo is that you either have it or you don't. There is no alternative. Alchemy addresses this problem to some extent, but making moon mining more like PI would be a better option (short of moving all moon goo to asteroids, which I am not particularly fond of).

If tech disappeared from EVE tomorrow half the ships and modules would no longer be produced and slowly disappear from the game forever. See the difference. The fact that there are not alternatives to tech and it's only available in a small number of places and is able to be controlled by one huge entity is a problem. It doesn't make sense, there is no way there are no alternatives to tech.

Well, lately when CCP says they are thinking of doing something, it's already but done and implemented with intent to release in next iteration.
This time it's the moving of T2 Production entirely to Low and Null. The solution here is no help for that certainly.
Anyway, this and many other reason are why I have withdrawn my 6 toons and $800 a year to CCP this past week. From the dev responses about the cancellation reasons, they listen to nothing now. It's pretty much over. Definitely over for me.

CCP doesnt meddle with politics. They believe rightly so that the game world is self correcting. Eventually mittani will make enough enemies that the whole game will join against him. once he manages to piss off the last few people that are still neutral in the matter we will see the whole game rise up and stamp out his neo-bob empire.

There is something you do not understand. The South can not hold their territory without T2 stuff, and with the speed CCP is doing, things nothing will happen before 2013. it will mean that you don't have anyone to fight with, then jita will have to to burn everyday for you to have something to do.

This is an entirely appropriate technique, for this particular situation. Calling it alchemy is somewhat misleading.
Scientifically speaking, Technetium is an unstable element. It decays into something else over time. Mining Tech is technically impossible, because of this decay. Only trace amounts exist naturally, anywhere. Again, because of the instability of the element, it decays.
It can however, be synthetically created as a by-product of uranium fission, or neutron capture of molybdenum. Therefore, it is entirely feasible for enriched uranium from PI to be used in a reaction to make technetium.
Really the only objection to this would be to call it alchemy, instead of nuclear fission synthesis or some other futuristic name.

If CCP corrects the Tech a new bottleneck in production will appear and The Mittani and the sorts like him will seek to control it. Welcome to the Sandbox. So if you want to correct that you either have to kill the Sandbox, not a good idea. Or you ban individuals like The Mittani, very interesting but not so feasible course of action. And in all honesty, people like The Mittani make the Sandbox interesting as well.

Sure there will be a new bottleneck but it will stop this static. The issue with tech seems to be that it is all in "close" space. If it was more spread out it gets harder to control. Currently the goon fleet can travel to any tech moon within an hour or less.
You don't need to change the sandbox or kill mittani, the only thing you need is to provide flexibility and alternatives. The reaction would be a good way but never the less the problem with moon minerals in current state stays: The demand will rise through more eve players. But the supply will remain the same since no new moons get introduced.
To counter that there needs to come a scalable system for moon minerals. Reaction is a short term fix but in the long run a player driven moon goo harvesting will be necessary.
CFC and the North won eve. They control all the technetium, and if they choose to not sell it then we will be flying t1 stuff within a month. Even if they chose to sell it they can keep the price so high that we would bleed out. It is not only the technetium is also such things as the new wardeck system that gives them a great advantage. CCP could easily change it but I would not count on it, so GG to all.

The mittani is still advocating a tech nerf. The OTEC is a measure to raise awareness so that CCP may act more swiftly. Just like when they used MWD drakes against titans to get CCP to nerf titan tracking.
The drake thing only affected those pilots, in this case he is profiteering off of the galactic market. It's hard for me to see this as a noble stand when the Goons are going to walk with the biggest Tech payout right before it gets fixed. Especially after they orchestrated/backed two events to help deplete the market (Burn Jita and Hulkageaddon2012) It really fits into the Goon motto of "Ruining YOUR game".

Nobody is claiming its a noble stand. Goons have been advocating a tech-nerf for a while and I believe they still are. Now that they're being successfull in creating a cartel with little to no resistance from the rest of the playerbase, a lot of people start crying foul and calling for CCP to intervene. I'm fine if CCP does or does not nerf tech. The combination of a lack of restistance from the playerbase and some great effort/leadership/teamwork from goons&co I believe they deserve the insane payout.
Actually the last time he spoke out against the technetium issue was well BEFORE the goons held the moons. Since goons have held most of them its been crickets on the tech imbalance.

To me, EVE's appeal is precisely that thinking gives you an advantage, and that you're not simply playing against the game, you're playing with and against the other players, and the politics that comes with that. The Mittani shows a clear grasp of this concept so I don't give a damn whether he does what he does because he "loves this game" or because "he has so failed in his real life that he is trying to satisfy his ego with this game".

I enjoy surviving and thriving for 7 years in eve. Nobody has ever ruined my game. If I made a mistake, I make adjustments. I have 9 trained toons in every aspect of eve.. One has issues? Jump to another. Can't mine? More PvpP time….I grab my dessie suicide guys and join in. I would have no interest in eve if it was safe. None.
I have an acute lack of danger and stress in my life, if I don't have eve, Mittens, Hulkageedon, Burn Jita etc etc..

do you really think that wardecs affect anything in null sec life? if people have mass quantities of product from nul(tech or mins or ships or anything) i almost guarantee that they are using highsec freighter alts that are not in their alliance as to avoid the war dec. its been happening for years and is common practice, so the new wardec has nothing to do with it.

I've been a part of other mmo's and have seen games die and come close to death because of large alliances dominating their enemies through over-recruitment and mass blue lists, it is up to the community to fix this problem, for us to become the police and ensure that alliances we are a part of do not grow to the size which we see goons and some other groups at.
Simple solution to all of eves problems is a limit of X members per corp/alliance and corps/alliances learning to not blue everyone. We'd all be a lot busier and resources would be changing hands a lot more often.
No, we would just maintain out of game blue lists, and you would have effective NIPs across the whole of eve.

Let me clarify my "What's the difference?" question then seeing as it was slightly ambiguous.
I know the difference between reactions and manufacturing, what I was really asking was : What's the practical difference between having one central and sizeable part of the process limited to low/null and having every part of that process limited in the same way. I simply didn't give it the time to phrase it fully first time around, and it seems I'm paying for that now.
As I see it, there're a lot of people taking the "let other people gather and move it from the dangerous places for me, I'll just buy it and add value in the safer places" approach to T2 production. In a way it would make sense to move the whole process to the more dangerous places so that people have to get more engaged in the socially interactive aspects of the game to profit from the more valuable activities.
Again, I'm yet to see anything that shows what CCP's view on this is and I would very much like to see it first hand, if there even is one.

I do have an unnervingly high tolerance for discussing (discussion was the reason for my asking) matters of game design. Good thing too.
i like the planet ring idea due to the fact that it makes sense planet rings in RL are either made of ice and/or they are failed moons so it would make sense to have moon goo in the planet rings but i think it should more like ice mining where it takes some time to get any material out of the ring and CCP could input more modules designed for the ring extraction and probably implement a new ship made with role bonuses specific for planet ring mining. i think this could be done in all sec's of space with little effort and problems to implement this idea and it would solve the unreasonable price hikes that one alliance seems to dictate.
1) Get at least one alt per person in every hi-sec Corp / Alliance.
2) Fit Suiside gank ships
3) Have at least one scanning ship per gate in Jita
4) Gank EVERYTHING that contains technetium
….

OTEC may be similar to the OPEC however, IRL when you ship your product to a country, the customs office doent shoot you and steal your stuff.
Eve however is another story.
To fix this problem as stated in the above mentioned article would ruin Eve. I don't like the CFC, and I enjoy very much fighting them.
IRL, if there is a resource monopolized by a region, or country, or whatever, other entities do what they can in order to guarantee supply. Be it through straight forward business dealings, toppling governments, or flat our inciting civil war, the power changes hands.
GSF have a strong hold over the resource, for now, it may seem like forever, but one day something it will change and it is up to the rest of the players in this game of power politics to take advantage when the opportune moment presents itself.
Easy as that:
CCP should remove all existing tech moons and spread them ALL over eve
OR
rise value of other moons and lower value of tech in production.
Having a deal between CFC, PL and NC. to protect their tech will ruin the game – again
CCP should work on this immeditaly and it is all so clear that guys like Shittani do not work at all in real life as they have a proper nice RMT income…and it rises!
Screw you! Those moons were not given to the CFC (or anyone else) and they they were taken in a short period of time. It took a LONG time before the CFC was strong enough to take them. So now that the CFC and Co. have the lions share of the tech moons it's time to change the rules? Why? I did not hear this talk when WN, Raiden, etc were making isk by the truckload.

Everyone stfu everyone is right and wrong about this. What needs to be done is not the manipulation of the tech cost but shrink of the moons and their locations themselves. So it's still peofitable and its almost impossible for one group to have control. I am in FA and frankly I havnt seen shit about this tech isk going anywhere. So CCP should switch up the moon locations throught eve and make the number of overall moons shrink. But guess what kids CCP won't do that because there just a bunch of computer nerds that think to hard about supply and Demand. Also probly afraid that major groups like goons will disappear because they don't want to play because they can't maintain a alliance…..maybe that is what is needed so smaller groups that will actually fight people instead of hiding in stations.
Also if no one has noticed there are officially 2 groups in eve the north and the south (technically 3 CVA but they don't do shit) there is also RA but they are falling. If these groups don't fight soon eve as a game is fucked because everyone in null sec will be friends. The tech cartel has made this possible which is bullshit.
I am just digging into the industrial portion of eve. I have watched the forums for a long time, seen the power shift back and fourth. The people I hear crying about goons owning the majority of tech moons, expecting ccp to fix it. Get off the ccp teat pilots! You want some of your own tech? TAKE IT FROM THEM! What is stopping you from getting all the alliances together (or at least a bunch of large ones) and taking the areas back? Goons aren't invincible ya' know.
Hell if something like that were to be put together, I would help out as well.

IMO, CCP should make it so to mine tech, you have to go through a more difficult process that has vulnerabilities that can be exploited by DUST Bunnies once it is released.
Like having to anchor a mining base on the moons surface and the ore can only be held there until it's ready for processing and no longer held in a well defended tower behind the shields.
That way, if you really want to piss off Mittens, you could hire Dust Bunny Merc's to storm the mining base and simply blow up their supplies before they can get used.
Sure you don't get the spoils but neither does the enemy.
Alternately they could change the way that Tech Ore is processed so that there is a very small (but still possible) chance that a chain reaction would occur and the whole thing explodes taking your tower with it.
Or both.
Either way, it makes Tech mining more dangerous and less profitable for those doing it and easier for those who are not to get revenge for high prices if the cartel's try to raise it artificially. (I.E. if I can't have it no one will.)
Another possible solution is to have a skill that would allow a highly trained hacker to impersonate an ally ship and slip past the shields of a tower and destroy the silos with the ore still in it.
There are destructive solutions to almost every problem.
